Suzanne E. Spaulding is a highly accomplished attorney and executive leader who has advised CEOs, boards, and government policymakers on how to manage complex security risks across all industry sectors. She served as Under Secretary for cybersecurity and critical infrastructure protection at the Department of Homeland Security, where she initiated the strategic planning and multi-year legislative effort that established the Cybersecurity and Infrastructure Security Agency (CISA). While at DHS, she served as the government’s co-chair of the Electricity Subsector Coordinating Council (ESCC).

Ms. Spaulding served in Republican and Democratic administrations and for both sides of the aisle in Congress. She also spent six years at the Central Intelligence Agency (CIA), where she was Legal Adviser to the Director of Central Intelligence’s Nonproliferation Center.

She is currently Senior Advisor for Homeland Security at the Center for Strategic and International Studies (CSIS), where she leads the Defending Democratic Institutions project. Previously she was a U.S. Senate-appointed Commissioner on the Cyberspace Solarium Commission and serves on CSC 2.0.

Ms. Spaulding sits on the Board of Directors for AMI, Hidden LevelDefending Digital Campaigns, and Girl Security. She Chairs the Cyber Advisory Board for Chubb, is on an Advisory Board for Fortinet, and is an advisor to Nozomi Networks, Harvard University’s Defending Digital Democracy project, American University’s Tech, Law, and Security Program, and the Center on Cyber and Technology Innovation at the Foundation for Defense of Democracies. She is a Member of the Homeland Security Experts Group; former Chair of the American Bar Association's Standing Committee on Law and National Security; and cofounder of the ABA’s Cybersecurity Legal Task Force.
