The ERO Enterprise is aware that Generator Owners (GOs) are experiencing significant delays in design aspect implementation for PRC-029-1 Requirements R1, R2, and R3 due to lack of available vendor support.
Given the current unique circumstances, the ERO Enterprise will consider using enforcement discretion and not process potential noncompliance with the design aspect of PRC-029-1 Requirements R1, R2, and R3 when registered entities seek, but are unable to secure vendor resources before the applicable compliance dates of October 1, 2026, for Bulk Electric System (BES) inverter-based resources (IBRs), and January 1, 2027, for non-BES IBRs.
For further guidance on PRC-029 discretion, please see the ERO Enterprise CMEP Practice Guide: PRC-029-1 Enforcement Discretion document. Entities seeking PRC-029 discretion will fill out the PRC-029 Enforcement Discretion template spreadsheet. Once you have filled out the PRC-029 Enforcement Discretion template spreadsheet, contact Texas RE at Enforcement@TexasRE.org to notify us you are ready to upload your spreadsheet. At that time, Texas RE will work with you to securely submit the spreadsheet.
If you have any questions, please contact Enforcement@TexasRE.org.
