MSPP Update

NERC is well into the process of executing recommendations from the Modernization of Standards Processes and Procedures Task Force (MSPP). Implementation of these recommendations has been divided into three categories: governance/regulatory, tools, and pilot. NERC is working on the governance/regulatory aspect by posting the following items for comment through October 26, 2026:

• Rules of Procedure Section 300
• Rules of Procedure Section 702
• Rules of Procedures Appendix 2
• Rules of Procedure Appendix 3D

The MSPP initiatives page provides links and instructions to submit comments. Additionally, the Rules of Procedure Appendix 3A Standard Processes Manual is available for comment and ballot through October 26, 2026, which is posted on the Standards balloting page.

Concurrently with posting revisions to the rules, NERC is working on the tools and piloting aspects of MSPP implementation by updating tools such as the Standards balloting system, enterprise document library, website enhancements, AI tools, and templates for the Standards Initiation Request and Term Sheet.  It is also piloting various aspects of the new process that do not violate current processes, such as implementing AI Tools, using short term advisory groups, soliciting SARs biannually, increasing stakeholder engagement, and beginning to use the Standards Initiation Request and Term Sheet.

Texas RE encourages registered entities to provide Rules of Procedure feedback to the MSPP implementation by October 26, 2026.
