On April 11, 2024, the Public Utility Commission of Texas (PUCT) approved several Nodal Protocol Revision Requests (NPRRs) from ERCOT, including NPRR1199. This NPRR introduces new reporting requirements for market participants, mandating that they attest to whether they have acquired equipment or services from companies based in or owned by citizens of China, Russia, North Korea, Iran, or any other country designated by the Governor.
These attestations will require the submission of detailed information regarding the equipment and its acquisition, as well as the measures the market participant is implementing to mitigate external access to the equipment. The initial reporting and attestation for purchases made after June 18, 2021, was due to ERCOT by October 28, 2024. Reports and attestations for new and future equipment must be submitted within 60 days of the date of the earliest procurement.
