FERC issued Order No. 901 in October 2023, directing the North American Electric Reliability Corporation (NERC) to develop new and revised Reliability Standards to address reliability risks associated with inverter-based resources (IBRs). NERC organized this work into four milestones spanning 2024 through 2026, beginning with a comprehensive work plan—Milestone One—with quarterly updates on progress.
Milestone Two focused on IBR performance and disturbance monitoring, and generated new Standards PRC-028, PRC-029, and PRC-030. These Standards were filed in November 2024 and all were approved by July 2025. FERC directed NERC to further address exemptions for high-voltage direct current (HVDC) connected IBRs and long lead time projects through additional Standards work. NERC worked with stakeholders to revise the Standards for these concerns and created Project 2025-05. The Standards Drafting Team formed in late 2025 aims to post an update for public comment in mid-March 2026.
Milestone 3 addresses data sharing, model verification, and model validation. NERC filed revisions to MOD-026-2, MOD-032-2, MOD-033-3, IRO-010-6, and TOP-003-8 in November 2025, and FERC approved the full Milestone 3 package on February 19, 2026.
Work on Milestone 4, covering planning and operational studies (revising TPL-001 and TOP-003), is underway. Webinars were held in February to gain industry input (posted recordings are on NERCs website). An in-person and virtual workshop planned for this May will support the goal of filing with FERC by November 4, 2026.
