The Compliance Monitoring and Enforcement Program (CMEP) Implementation Plan (IP) is developed by the North American Electric Reliability Corporation (NERC) and the Regional Entities. It reflects the Electric Reliability Organization (ERO) and Regional Entity-specific risk elements that are prioritized for oversight of registered entities. Texas RE evaluates the relevance of the risk elements to a registered entity’s inherent and performance risks during yearly planning.
The 2026 CMEP IP was updated recently to add a new risk element: Communication Protocols and Operating Instructions. This risk element addresses the risk associated with insufficient or ineffective use of Operating Instructions. The areas of focus for this new risk element are COM-002-4 and IRO-001-4.
