Texas RE's 2025 Fall Standards, Security, & Reliability Workshop will be held on November 5, 2025, beginning at 9:00 a.m. Central. The event will be conducted both in-person at our Austin MetCenter offices and virtually via Webex.

Scott Bear is a principal threat analyst at Dragos focused on threats to energy infrastructure. He brings a decade of U.S. Air Force experience in host and network forensics, incident response, threat hunting, and penetration testing, followed by roles at CrowdStrike and Dragos. Scott holds a BASc in cybersecurity and information assurance (WGU) and three associate degrees spanning electronics, IT systems, and cybersecurity. He is actively pursuing a bachelor’s in philosophy at the University of Texas at San Antonio.
Jonathan Booe is the executive vice president & chief operating officer of the North American Energy Standards Board (NAESB) and has been working as an attorney for the organization since 2007. As the chief operating officer, Jonathan manages all NAESB staff and is responsible for the day-to-day operations of the organization, including all standards development activities undertaken to support the wholesale and retail natural gas and electricity markets. Through his various roles with NAESB, he has worked with hundreds of companies to develop business practice standards, standardized contracts, certification programs, and industry tools that add efficiency, transparency, and security to market processes. He is also the acting NAESB liaison to the Department of Energy, the FERC, the National Institute of Standards and Technology, the National Association of Regulatory Utility Commissioners, the North American Electric Reliability Corporation, the American National Standards Institute (ANSI) and many energy trade associations. 

Jessie Lance Horn is the senior counsel in the rules and projects division at the Public Utility Commission of Texas (PUCT), where she is leading the agency’s implementation of Senate Bill 6, as enacted by the Texas 89th Legislature. Prior to this role Jessie served as counsel to a commissioner office.  In that role, she advised on a wide range of matters within PUCT oversight and responsibility, including contested cases, rulemakings, and market design policy matters in the Electric Reliability Council of Texas, the Southwest Power Pool, and the Midcontinent Independent System Operator power regions.  She has ten years of combined experience in administrative and public utilities law and is a graduate of the University of Texas at Austin School of Law.

Devin Ferris is manager of CIP compliance monitoring at Texas RE and has been with the company since 2018. He has over 8 years Information Technology experience. Prior to joining Texas RE, Devin worked as an IT risk management specialist and IT business solutions analyst. Mr. Ferris has been a member of the Texas Air National Guard since 2013, where his primary duties include monitoring, assessing, and maintaining Information Technology systems in accordance with Department of Defense and United States Air Force regulations.

Blair Giffin is the manager of O&P Compliance at Texas RE. He joined the company in 2022 as an operations and planning compliance engineer with over 18 years of electric industry experience, having worked for MISO, SPP, LCRA, and Nextera Energy. Blair holds a BSEE from Louisiana State University and is a NERC certified Reliability Coordinator.

Brett Kruse is the vice president of market design and Governmental and East and Midwest regulatory affairs at the Calpine Corporation. In these roles, he is responsible for Calpine’s interests in ISO-NE/NEPOOL, MISO, SPP, NYISO, and PJM for both market and reliability interests, NERC policy, and holds or has held seats on major committees in each of those ISOs/RTOs.  He has previously worked on nodal market development and implementation in ERCOT and California ISO and is responsible for all control area interactions and interconnection agreements for Calpine’s non-RTO/ISO market assets. He is an industry veteran with over 40 years of experience in power plant operations and management, control area system operations and transmission/T&D management, asset management, wholesale electricity market design, compliance, and regulatory affairs and has testified before FERC and numerous state commissions.  He served on the SERC Board of Directors for 14 years, served on the SPP Board/Members Committee for 7 years, and has experience in NPCC, MRO, ERCOT, and WECC as well.  He currently holds a seat on the NERC Reliability and Security Technical Committee and sits on the boards of several regional advocacy organizations.


Brett attended Texas A&M and the State University of New York, Albany, and holds degrees in nuclear technology and business.  He has held a number of professional certifications including as a NERC system operator (Reliability Coordinator), senior reactor operator (both Westinghouse PWR and GE BWR reactor designs) and was a certified quality auditor.

Kerrick Rosemond Jr. joined Texas RE in September 2022 as a CIP cyber & physical security analyst. Prior to joining Texas Re, Kerrick was enlisted in the US Army as an information technology specialist. While in the Army, Kerrick achieved various industry certifications including Certified Ethical Hacking (CEH), Security +, and Certified Associate of Project Management (CAPM). Kerrick holds a bachelors in theatre arts from Prairie View A&M University and a master of science in information technology management from Western Governors University.
Rebekah Barber joined Texas RE in March of 2022 as a CIP cyber and physical security Analyst. Prior to joining Texas RE, she worked as an IT technician for Texas State University for three years, then as an IT technician for Capsum Inc. for one year. Rebekah has a bachelor of science in computer science from Texas State University, and holds the CompTIA Security+ and ISACA CISA certifications.
Shana Horton is the manager of enforcement at Texas RE. In this role she oversees a team dedicated to analyzing potential noncompliances and presenting dispositions of those issues for submission to NERC and ultimately, FERC. Her work promotes accountability among registered entities, thereby enhancing the reliability of the Bulk Electric System.

Prior to coming to Texas RE she worked for the ERCOT Reliability Monitor, performing a similar function analyzing compliance with ERCOT and state-level regulations. She has been a practicing attorney since graduating from The University of Texas School of Law in 2003, working primarily in the state and federal regulatory sphere, including environmental and utility law.

Dan Stanzione, associate vice president for research at The University of Texas at Austin and executive director of the Texas Advanced Computing Center (TACC), is a nationally recognized leader in high performance computing and has been involved in supercomputing for more than 30 years.

He is the principal investigator for a number of the National Science Foundation (NSF) supercomputers, including the current Frontera system, which is the fastest supercomputer at a U.S. university, and is leading the upcoming NSF Leadership Class Computing Facility. Stanzione received his bachelor's degree in electrical engineering and his master's degree and doctorate in computer engineering from Clemson University.

Rashida Caraway is the manager of risk assessment at Texas RE and has been with the company since 2007. Prior to Texas RE, she worked as a transmission engineer as well as a protection system relay engineer, and a distribution engineer for Oncor Electric. Rashida holds a bachelor of science in electrical engineering from Texas A&M University and a master of business administration from the University of Texas at Arlington.

Jamie Calderon is the senior engineer for Grid Planning & Operations Assurance. Prior to that, Jamie worked as an engineer in NERC’s reliability assessment department and as a transmission planning engineer and bulk power dispatcher for the Municipal Electric Authority of Georgia (MEAG). Jamie Calderon received her bachelor's degree of science in electrical engineering technology from Southern Polytechnic State University.
