Tammy Cooper
General Counsel and Corporate Secretary

Tammy Cooper is General Counsel and Corporate Secretary at Texas RE. An accomplished attorney with extensive experience in the electric industry, Ms. Cooper leads the Legal and Communications and Training departments.

Before joining Texas RE, Ms. Cooper was Of Counsel at Andrews Kurth LLP, where she represented clients in state and federal electric regulatory proceedings and advised clients on a broad range of energy-related issues. While at Andrews Kurth, she was recognized by Chambers USA as a leading lawyer in electricity law, and for her work in energy law by The Best Lawyers in America. Ms. Cooper began her legal career at the Public Utility Commission of Texas, where she most recently served as a Director of Commission Advising, supervising a team of lawyers and policy analysts that counseled the Commissioners on electric and telecommunications matters.

Ms. Cooper received a Bachelor of Science degree, with honors, from the University of Texas at Austin and a Juris Doctor from the University of Texas at Austin School of Law. She is a licensed attorney in Texas, and is a past Chair of the Public Utility Law Section of the State Bar of Texas. Ms. Cooper serves as a Mentor Circle Leader for the Gulf Coast Power Association emPOWERing Women network and as a mentor to first-year law students in the Texas Law Alumni Mentoring Program. She is a Sustaining Life Fellow of the Texas Bar Foundation.
