Primary Joint Registration Organization

A generation owner (GO), generation operator (GOP), transmission owner (TO), or transmission operator (TOP) may apply with Texas Reliability Entity, Inc. (Texas RE) to become part of a primary joint registration organization (JRO) agreement. If approved, the primary JRO would be registered with the North American Electric Reliability Corporation (NERC) and listed on NERC’s Compliance Registry External Link page.

A primary JRO is responsible for its own function(s) and the function(s) that it has agreed to perform on the behalf of one or more of its members. A primary JRO bears the responsibility for all the requirements obligated by NERC Reliability Standards related to those functions.

Typical examples of organizations that should consider a primary JRO are the joint action agency or the generation-and-transmission cooperative.
