Primary Joint Registration Organization
A generation owner (GO), generation operator (GOP), transmission owner (TO), or transmission operator (TOP) may apply with Texas Reliability Entity, Inc. (Texas RE) to become part of a primary joint registration organization (JRO) agreement. If approved, the primary JRO would be registered with the North American Electric Reliability Corporation (NERC) and listed on NERC’s Compliance Registry
page.
A primary JRO is responsible for its own function(s) and the function(s) that it has agreed to perform on the behalf of one or more of its members. A primary JRO bears the responsibility for all the requirements obligated by NERC Reliability Standards related to those functions.
Typical examples of organizations that should consider a primary JRO are the joint action agency or the generation-and-transmission cooperative.
