NERC LSE Registration Working Group

Texas Regional Entity (Texas RE) NERC LSE Working Group (LSERWG) reviews, comments, and provides input and recommendations regarding the North American Electric Reliability Corporation (NERC) registration of market participants as load-serving entities (LSEs) in the ERCOT region in response to the Federal Energy Regulatory Commission (FERC) Order issued on October 16, 2008. Texas RE must register entities as LSEs as of December 2008.
Texas RE desires input and recommendations from interested market entities, including but not limited to NERC-registered distribution providers (DPs), ERCOT qualified scheduling entities (QSEs), ERCOT retail electric providers (REPs), and the Electric Reliability Council of Texas (ERCOT) independent system operator (ISO). ERCOT ISO is the reliability coordinator (RC), balancing authority (BA), and transmission operator (TOP), among other NERC functions, in the ERCOT region.
History
Section III.a.4 of the NERC Compliance Registry Criteria (visit Compliance Registry
on the NERC site) states:
"Distribution providers registered under the criteria in III.b.1 or III.b.2 will be registered as a LSE for all load directly connected to their distribution facilities. (Exclusion: A DP will not be registered based on this criterion if responsibilities for compliance with approved NERC Reliability Standards or associated requirements including reporting have been transferred by written agreement to another entity that has registered for the appropriate function for the transferred responsibilities, such as a LSE, BA, TOP, G&T cooperative, or joint action agency as described in Sections 501 and 507 of the NERC Rules of Procedure.)"
As of October 16, 2008, FERC’s Order approves NERC’s proposed short-term solution for LSE registration, requiring that DPs be registered as LSEs. View FERC’s Order
