NERC Joint Registration Organizations
A single entity registering with the North American Electric Reliability Corporation (NERC) is responsible for its own compliance with NERC Reliability Standards. Although it may delegate certain tasks, it may not delegate its responsibility.
A generation owner (GO), generation operator (GOP), transmission owner (TO), or transmission operator (TOP) may apply with Texas Reliability Entity, Inc. (Texas RE) to become part of a joint registration organization (JRO) agreement.
- A primary JRO takes responsibility for one or more functions on behalf of its members.
- Members of a coordinated functional registration divide up their compliance responsibilities for NERC standard(s) and/or standard requirements related to a particular function.
Texas RE will review the JRO application and may request more information. Approved JROs are registered with NERC and listed on NERC’s Compliance Registry
page.
Each year, the JRO must provide Texas RE with a list of members and the JRO responsibilities. In addition, the JRO must inform Texas RE of any proposed JRO changes, including the JRO or a JRO member accepting additional compliance responsibilities, or compliance responsibilities reverting from the JRO or JRO member back to the original entity.
In the event of an alleged violation of a NERC Reliability Standard, the JRO entity that is listed in the JRO registry as being responsible for the violated standard or requirement is named in the Notice of Alleged Violation and assessed the related penalty and/or sanction.
