Self-Certification FAQs
Texas Reliability Entity, Inc. (Texas RE) conducts annual self-certifications for entities registered with the North American Electric Reliability Corporation (NERC) for compliance with the NERC Reliability Standards that apply to the functions for which the entity is registered. Biannual self-certifications of Critical Infrastructure Protection (CIP) standards 002-009 are also conducted.

My organization is currently appealing my NERC registration, so do I still have to complete a NERC self-certification for that function?
Yes, you must complete a NERC self-certification for each function that you are registered for at the time of the self-certification. You are registered for that function until the appeal process is completed.
I submitted a self-report for my organization earlier this year; do I still need to complete a requested self-certification?
Yes, a self-certification must be completed at least once a year regardless of any prior self reporting.
My organization is being audited this year. Will I need to complete a self-certification?
In 2011 and beyond, all entities will be asked to complete self-certification submittals. There are no exceptions.
I am not sure how to submit a NERC self-certification on the webCDMS. What do I do?

Who in our organization needs access to webCDMS in order to submit a NERC self-certification?
Below is a summary of the user and contact roles that may be involved in submitting a self-certification. "Users" are individuals who have been allocated a digital certificate from their organization and have a username and password. "Contacts" are not users of webCDMS but they receive notifications pertaining to the entity.
User Roles:
- Registered Entity Admin User: This user has all possible Registered Entity permissions. This user can view, save, and submit compliance data and is also responsible for adding and maintaining user accounts and entity information under the Administration menu.
- Registered Entity User: Can view, save, and submit data, but cannot enter or update user or entity information.
- Registered Entity Read-Only User: Has a login to the system and can view data, but cannot enter/edit data or do any work in the system.
