Bob Helton is the director of regulatory affairs for International Power America (IPA) and has more than 25 years of experience in the electric industry. He is responsible for developing regulatory/market design policy in support of IPA's generation development and market activities within the Electric Reliability Council of Texas (ERCOT), including extensive participation in the legislative, ERCOT stakeholder, and Public Utility Commission of Texas (PUCT) processes for the development and modification of the ERCOT retail and wholesale market design and protocols. His responsibilities also include the coordination, advocacy, and negotiations of IPA's market policies in the stakeholder process.

He is a past member of the ERCOT Technical Advisory Committee, chairman of the Wholesale Market Subcommittee, and a board member of the Competitive Power Advocates Legislative Lobbying Consortium.

Previously, Mr. Helton served in Reliant Energy's regulatory department, where he coordinated corporate policy relating to regulatory activities associated with the PUCT and the Federal Energy Regulatory Commission.

From 1980 to 1997, he held several supervisory and managerial positions within the nuclear power industry. During this time, he gained experience in power plant operation, media coordination, supervision, and management in both the technical and business sides of the nuclear power industry.

Mr. Helton is also an elected official serving on the Village Council of Point Venture, Texas.

Mr. Helton holds a bachelor of science degree in nuclear science from the University of Maryland at College Park.
