Dr. Etter is the Director of the Caruth Institute for Engineering Education at Southern Methodist University, a position she has held since 2009.  She is also the Texas Instruments Distinguished Chair in Engineering Education.  Her research interests include digital signal processing and biometric signal processing, with an emphasis on identification using iris recognition.

From 2001 to 2008, Dr. Etter was the Office of Naval Research Distinguished Chair of Electrical/Computer Engineering at the United States Naval Academy.

Dr. Etter was a member of the NERC Board from 2004 to 2005.  She stepped down in order to serve as Assistant Secretary of the Navy for Research, Development and Acquisition for the Department of Defense, serving in this position from 2005 to 2007.  She was the Senior Acquisition Executive for the Navy and Marine Corps responsible for research, development and acquisition.

From 1983 to 1998, Dr. Etter was a professor at Stanford University, the University of New Mexico and the University of Colorado.

Dr. Etter is the author of eighteen books and more than 150 scholarly articles.

Dr. Etter received a PhD in Electrical Engineering from the University of New Mexico in 1979 after receiving bachelor of science and master of science degrees in mathematics from Wright State University in Dayton, OH.
