Summary of Responsibilities
The Protocol Compliance Engineer (PCE) monitors and investigates compliance with the Electric Reliability Council of Texas, Inc. (ERCOT) Protocols and Operating Guides through data collection, audits and investigation. The PCE has significant contact with the Public Utility Commission of Texas (PUCT), market entities and the ERCOT ISO to review compliance status. The Protocol Compliance Engineer also ensures consistency and accuracy of information obtained and prepares information and reports for the Texas RE Board of Directors and the PUCT.
Essential Job Responsibilities
- Conducts assessments (audits, investigations, periodic reviews) of ERCOT market entities to determine compliance with applicable reliability-related regulations, including ERCOT Protocols and Operating Guides, and prepares reports, correspondence and other documentation of findings
- Communicates program requirements to market participants through presentations at informational meetings, website postings, and other means
- Reviews proposed revisions to reliability-related ERCOT Protocols and Operating Guides and related materials and may represent Texas RE at ERCOT committee and working group meetings - develops recommendations concerning proposed revisions based on clarity, measurability, appropriateness of standard, and administrative efficiency
- Maintains records and documentation of work product in accordance with Texas RE requirements
- Uses computer systems to obtain logs, real time information, operational records and other data for compliance needs, developing and maintaining working knowledge of OSI PI software, data archives and other data systems
- Provides subject matter expert support in PUCT enforcement cases and may testify as an expert witness in PUCT administrative hearings
- Develops and maintains knowledge of applicable reliability-related legal requirements, including ERCOT Protocols and Operating Guides
Education and Experience Requirements
- Bachelor’s degree in an Engineering field is required for this Protocol Compliance Engineering role - A minimum of six years applicable industry experience may be considered in lieu of an engineering-field degree
- Minimum 3 years (in excess of education/experience requirements stated above) experience in electric industry or related field
- Licensure as Professional Engineer preferred
- Experience with the ERCOT region is highly preferred
