Summary of Responsibilities
As a member of the Texas Relability Entity, Inc. (Texas RE) Enforcement Department, analyzes and verifies potential non-compliance with North American Electric Reliability Corporation (NERC) Reliability Standards (Standards) by registered entities, and, for alleged non-compliance or violations; reviews and confirms mitigation plans; determines appropriate penalties; negotiates, documents, and processes of settlements; documents and processes confirmed violations; and provides technical expertise for the prosecution of contested violations. Has significant contact with registered entities to review compliance status. Ensures the consistency and accuracy of information obtained in reviewing compliance with NERC Standards.
Essential Job Duties
- Develops and updates Regional reliability compliance program jointly with other staff, NERC and other Regional Entity staff. Ensures that selected requirements are valid, measurable reliability concerns and that the measurement process is fair and can be administered consistently.
- Uses computer systems to obtain logs, real time information, operational records and other data for compliance needs. Maintains working knowledge of MOS/POS, OSI PI software, data archives, Siebel and other data systems.
- Processes collected data as necessary for compliance monitoring and assessment, performing statistical, logical or other mathematical analysis as needed.
- Evaluates potential non-compliance with Standards that are discovered in compliance audits, investigations, complaints, self-reports and self-certifications, or otherwise to determine the level of compliance or non-compliance with Standards.
- Reviews mitigation and corrective action plans, submitted for non-compliance with Standards, for acceptability; tracks completion of mitigation plans.
- Determines penalties for violations of Standards. Participates in settlement discussions and dispute resolution. Prepares reports and filings of non-compliance issues and violations.
- Communicates program requirements registered entities through presentations at informational meetings, website postings, and other means.
- Reviews postings of NERC standards, policies and related material for impact on the compliance and enforcement program, and supports activity involving NERC compliance and enforcement groups.
- Develops reports and presentations on activities and findings for various ERCOT region and NERC groups. Represents Texas RE in working groups.
- Performs other duties as assigned.

Education Required
Bachelor’s degree in an Engineering field of study or six years applicable experience
Experience Required
3 years (in excess of educational requirements stated above) of progressively responsible experience in an engineering, planning or electric utility operating environment.
Preferred Job Qualifications
- Specific knowledge of specialized applications for power system modeling and analysis and/or Energy Management Systems.
- Background in regulatory and/or compliance activities in a related field.
