Dear Potential Texas Reliability Entity Member:
Texas Reliability Entity was formed on January 1, 2010 and is currently accepting Membership Applications from registered entities. Membership Applications were sent to the Primary Compliance Contact (PCC) for all NERC registered entities, via email, on January 12, 2010. The email with the Membership Application was also copied to the TexasRE_Listserv email distribution list. The Texas Reliability Entity, Inc. Membership Application is a form that is contained within the email, which must be completed as instructed on the email and sent via email to information@texasre.org. (The properly completed form populates a membership database.) If you did not receive this email and your organization is eligible and desires to become a member of Texas Reliability Entity, Inc., please send an email to information@texasre.org requesting the Membership Application. [If you are registered for the TexasRE_Info Listserv but did not receive the email, please first check your “junk” or “spam” email box in case the message was filtered out.] Please send any questions about membership or the Membership Application to information@texasre.org. We will have the appropriate person respond to your question or concern. In response to questions we have received, we want to clarify that:
• Each legal entity that is registered for one or more NERC reliability functions may be registered in one (and only one) Sector.
• No matter how many registrations a legal entity has, the membership fee is $250 per legal entity.
• Two separate legal entities that are registered for NERC functions and are affiliated may each be a member of Texas Reliability Entity, Inc.
Texas Reliability Entity, Inc. will have a membership vote on the Bylaws on or about February 3, 2010. You must be registered as a Member to vote. The proposed Amended and Restated Delegation Agreement between Texas Reliability Entity, Inc. and NERC must be approved by FERC before Texas Reliability Entity, Inc. can become the successor regional entity. The NERC Board of Trustees requires the membership of Texas Reliability Entity, Inc. to approve the proposed Texas Reliability Entity, Inc. Bylaws before it approves the proposed Amended and Restated Delegation Agreement for filing with FERC. The proposed Bylaws, Delegation Agreement, and Business Plan and Budget for Texas Reliability Entity, Inc. are posted on the Texas RE website at: http://www.texasre.org/about/governance/rdocuments/Pages/Default.aspx.
As noted in the email to the PCCs and the Listserv, the steps for registration are as follows:
If your organization is registered for at least one NERC reliability function, your organization is eligible to become a member of Texas Reliability Entity. If your organization is interested in joining Texas Reliability Entity, Inc. as a member, please have one individual from your organization complete the Membership Application, as follows:
1. Complete the Membership Application without altering the form or email in any other way (Note: you must reply to or forward the email message in order to complete the form);
2. Return the completed Membership Application to us by replying to the email (or forwarding the email to information@texasre.org); and
3. Send a check for $250.00 for the annual membership fee to Texas Reliability Entity, Inc. at 2700 Via Fortuna, Suite 225, Austin, Texas 78746; or
4. If your organization is unable to pay this fee but would like to become a member, please complete the Membership Application and submit as stated above, but instead of sending the check for the annual membership fee, please provide an explanation of the good cause for your being unable to pay this fee to Texas Reliability Entity by separate email to Information@texasre.org or to the above address).
Please be sure to correctly complete the Application, using your organization’s correct legal name. The legal name on the Membership Application must match the legal name on your NERC registration(s). If needed, you may forward this email to the correct person in your organization to complete the Application.
Note: By sending the completed Membership Application to Texas RE, you confirm for your organization that it is registered in the category or categories represented and it agrees to abide by the requirements of the Texas Reliability Entity, Inc. Bylaws.
