ERCOT Protocols – Overview of Requirements

Texas Reliability Entity, Inc. (Texas RE) has been authorized by the Public Utility Commission of Texas (PUCT) and is permitted by the North American Electric Reliability Corporation (NERC) to investigate compliance with the Electric Reliability Council of Texas (ERCOT) Protocols and Operating Guides. Texas RE works with PUCT staff regarding any potential protocol or guide violations.

In this section, Texas RE offers a summary of ERCOT Protocol and Operating Guide sections related to ERCOT-registered qualified scheduling entities (QSEs), power generation companies (PGCs), and transmission operators. Additional information is provided about related NERC standards.

Texas RE assesses each entity’s compliance with requirements using a variety of methods, including audits, data submittals, investigations, observation, performance metrics, and evaluation of plans and test results.
