Membership

Texas Reliability Entity, Inc. (Texas RE) was formed on January 1, 2010 and began building the membership. Registered entities may register at any time; Membership Applications are being accepted on an ongoing basis.   

Membership actions thus far include voting to approve the Texas RE bylaws and approving the Independent Directors for the Board of Directors. 

The list of current members is posted by Sector below. 

Membership Sectors

According to the Texas RE Bylaws, the Membership Sectors are as follows:

  • System Coordination and Planning: An entity that is registered with NERC as a Reliability Coordinator (RC), Balancing Authority (BA), Planning Authority (PA), Resource Planner (RP), or Interchange Authority (IA).
  • Transmission and Distribution: An entity that is registered with NERC as a transmission Owner (TO), Transmission Planner (TP), Transmission Service Provider (TSP), Distribution Provider (DP), and/or Transmission Operator (TOP) and is not a Cooperative or Municipal Utility.
  • Cooperative: Cooperative utilities as defined in Article III, Section 4 of the Bylaws.
  • Municipal Utility: Municipally owned utility as defined in PURA §11.003 and is registered with NERC for at least one reliability function.
  • Generation: An entity that is registered with NERC as a Generator Owner (GO) or Generator Operator (GOP).
  • Load Serving and Marketing: An entity that is registered with NERC as a Load Serving Entity (LSE), a Purchasing-Selling Entity (PSE), or any newly defined NERC reliability function for demand response.

Guidelines and Requirements for Membership

Each legal entity that is registered for one or more NERC reliability functions may be registered in one (and only one) Sector.

Regardless of how many NERC registrations a legal entity has, the membership fee is $250 per legal entity per calendar year. Two separate legal entities that are registered for NERC functions and are affiliated may both be members of Texas RE.

If your organization is registered for at least one NERC reliability function, it is eligible to become a member of Texas RE. If the organization is interested in joining Texas RE as a member, please have one individual from the organization complete and submit the Membership Application, as follows:

  1. Complete the Membership Application (attached below).  Complete the form without altering the form or email in any other way (Note: you must reply to or forward the email message in order to complete the form);
  2. Return the completed Membership Application to Texas RE by replying or forwarding the email to information@texasre.org External Link; and
  3. Pay the annual membership fee of $250 by:
    • Sending a check for $250.00 to Texas Reliability Entity, Inc. at 805 Las Cimas Pkwy, Suite 200, Austin, TX 78746; or
    • Pay via credit card on the Membership epayment page; or 
  4. If your organization is unable to pay this fee but would like to become a member, please complete the Membership Application and submit as stated above, but instead of sending the check for the annual membership fee, please provide an explanation of the good cause for your being unable to pay this fee to Texas RE by separate email to information@texasre.org External Link or to the above mailing address).

By sending the completed Membership Application to Texas RE, you confirm for your organization that it is registered in the category represented and it agrees to abide by the requirements of the Texas Reliability Entity, Inc. Bylaws.
